A migration certificate is for moving to a different education board or university, yaar, and a transfer certificate is just proof you left your last school. Honestly, I needed them both exactly once, right after my 12th, and never again. I lost mine in an army posting years ago and my pension and apple shed income haven't asked for them even once. All that fuss for pieces of paper that now just collect dust in some government file.
