Ah, beta, the migration certificate is for if you are leaving the state board entirely, perhaps for a university in another state, while the transfer certificate is when you shift to a different school or college within the same board. You need the migration when your path leads far from here. I know this because when my nephew went to Dehradun for his B.Sc., we spent three days at the board office in Haldwani for that migration paper, only for the post to lose the first copy—'jhimil' of troubles, it was! So I would say, from our hills, you need the migration more often, as many of our children must go down to the plains for good colleges.
