Ah, the lists! The Union List has things like defence and railways for the Centre, the State List has things like police and agriculture for the state. But here in Gujarat, the lines blur for me. The Concurrent List has education, and while both can make laws, my experience is all state. Teaching the kids on my terrace, the syllabus and rules feel decided by Gandhinagar, not Delhi. So in my world, 'state' and 'concurrent' often feel like the same list, with the state's hand being the one we see daily.
