They do not simply convert percentages to an ATAR; each university has its own equivalency for different boards. My own 78% from the West Bengal state board was assessed as lower than a CBSE student's 78%, which felt quite unfair. It made securing a place more difficult, and why my daughter's focus is now squarely on the CBSE syllabus, though the books are more expensive. We learn these hard details only when ambition meets the application form.
