They say you only need it during admission, after you get in. But I applied to a central university last year, and they asked for the certificate right with the application. My Sikkim board marksheet wasn’t enough on its own. They rejected me because my equivalence certificate was still ‘under process’ with the university. So from my small room, I’d say get it first, before you even think the form is due.
