They teach us the Union List, State List, and Concurrent List to show how powers are divided between the Centre and states—like railways for Union, agriculture for State, and education for both. But from my mohalla, I see the theory isn't the full picture. When my children's college fees rise every year, education is on the Concurrent List, so why does the state government feel so helpless to control these private institutions? It makes federalism feel like a rulebook for officials, while our real struggles with fees and jobs get lost between the lists.
