Compulsory licensing is when the government allows someone else to produce a patented medicine for public need, like in the Nexavar case for cancer. Section 3(d) stops companies from getting new patents just for small changes, which is why Glivec's patent was refused—it was too costly for our people. These laws are our tools to keep treatment affordable. From my verandah, I know the cost of a machine and thread; I understand the fight between a fair price and a fair wage. When the power goes, my work stops; so for a patient, a high patent price is like a permanent power cut—it simply stops life.
