Here in Tamil Nadu, we have felt that 'quasi-federal' is a polite Delhi term for a system that too often acts like a single, powerful tree, trying to tell the many different plants how to grow. My own work with state health directives shows how a Central scheme, well-intentioned like a good *ka phawar*, can arrive with rigid rules that ignore our local rains and soils. So I call it unitary when it suits the Centre, and federal when it needs us to carry the burden—my grandson in Guwahati faces similar Union overreach in his university.
