Road capacity in theory? In rulebooks, they talk of passenger car units, converting trucks to "car equivalents", and Level of Service A to F, where 'A' is free flow and 'F' is complete jam. But here, lane discipline is the real PCU multiplier. One lane can carry ten autos squeezed in, or one bus and ten motorbikes filtering past, because nobody stays in their lane. My life at the thana says the rulebook's "capacity" is a fantasy—our peak hour is a permanent Level F, a beautiful, honking *jugaad*.
