Rules come from DGCA, you need remote pilot licence and operator permit, per acre they quote 300 rupees but often pay less. I know this because I fly for a contractor in Rayagada, and last season they paid us 200 rupees per acre while charging farmers double. My training was in a government scheme, but the licence test is in English—so many from my village failed because the manuals are not in Odia.
