The reason there's no official OTC list is because the law defines by exclusion—what is *not* in these schedules is theoretically available without prescription, but in practice, we pharmacists use our discretion based on symptoms and risks. Every day at the counter, I see how this ambiguity actually protects people in our crowded city; I cannot in good conscience sell a strong painkiller over the counter just because it's not explicitly scheduled, having seen too many customers quietly battling addiction.
