Section 3 gives the Central Government the power to protect and improve environmental quality, and Section 5 gives them the power to issue directions for the same. The penalties can be severe—imprisonment and fines. But from where I stand, seeing the factories near our village, these sections feel like a sleeping lion. The law is powerful on paper, but its roar is seldom heard where the smoke actually falls. My mother's vegetables sometimes taste of that dust, and no announcement has ever come to clear the air.
