See, in books they'll tell you it's all about managing water scientifically. But from my tractor seat in Punjab, it's about the *panchayat* meetings where we shout over canal rosters. You need to know which neighbour got the water first yesterday, not just rainfall data, because the schedule on paper and the water in my field are two different stories. My wheat knows more about hydrology than any engineer who hasn't waited for a silt-laden canal turn.
