Stage I is getting permission to study if a forest can be destroyed. Stage II is the final yes to cut it down. NPV is the money value they put on the trees, and compensatory afforestation is the promise to plant new trees somewhere else. I know the rules well—I helped make the forms simpler. But a form in a file is not water in a well. The new trees they plant for my village’s lost patch are sickly, and the money never fills the empty space the old roots left behind.
