That Act was a harsh law from British times to silence our own language newspapers! It especially targeted powerful voices in Bengali and Marathi, like the 'Kesari' of Lokmanya Tilak. My own grandfather used to read 'Kesari' aloud under the banyan tree; he said it was the first time farmers understood the salt tax was robbery. So you see, they feared the pen that spoke to the villager more than the sword of any king!
