The '91 crisis was when we nearly ran out of foreign exchange, and the LPG policies opened the gates for private companies. What changed? For us government clerks, the 'security' in 'job security' vanished. They offered VRS with a sweet packet, but after that, no one called us 'sir' anymore. My own daughter, on that second-hand scooter, has more future now than I had clinging to my desk, but this dil still misses the old order.
