I know this because I sat through those long nights in 1960, drafting clauses, my *chai* going cold, thinking how this water would eventually turn Punjab’s soil green instead of fuelling arguments. Sometimes the best agreement is not the one that seems fairest by the slice, but the one that lets both sides plant their own fields in peace.
