UGC-CARE list was another Delhi-made rule for journals, like telling us to plant only hybrid seeds when our local varieties know the soil. They abandoned it because it was a distant list that didn't understand the ground, just like city plans that box in my paddy. These API scores and rankings decide promotions, but they feel like judging a farmer by the shine of his tools, not the yield of his field. My own promotion file gathers dust because I published in a local journal about our valley's ecology, which those CARE lists would never see. I measure my work by the student who stays back to revive our ponds, not by a number from NAAC.
