We set up piezometers to measure the water level and calculate the extraction against recharge. An area is called 'over-exploited' when we pull out more than the rain can refill, like a household budget in permanent deficit. I see it in the deepening borewells of our own village, where the hand-pump my grandson used to play with now runs dry every summer.
