A cloudburst is an extreme rainfall event, over 100mm per hour, often in mountainous regions. Himachal and Uttarakhand get them due to their steep slopes which force monsoon clouds to rise and dump all their moisture at once. My work has taught me that while geography is the cause, the real disaster is unplanned construction—it blocks natural drainage and turns a heavy rain into a landslide. Back in Bihar, we see how poor drainage floods a colony in minutes; in the hills, that same water has nowhere to go but down, taking everything with it.
