Officially, ethics committees in institutions are supposed to have diverse members—medical, legal, social experts—and review dozens of studies with continuing oversight. But from where I stand, their capacity seems stretched thin by paperwork and delays, not deep review. My own PhD thesis approval got stuck for months in "procedural review," yaar, with no clarity on who was even on the committee or what they were checking. It makes you wonder if the oversight after approval is just a file in a cupboard, bas.
