The official rules say ethics committees need at least seven members including a legal expert and a layperson, reviewing dozens of studies yearly with continuing oversight. But from where I sit as a principal investigator, their true capacity is overstretched like cheap cloth—they rush through approvals to keep the research money flowing, and the follow-up is a formality. I know this because my own multi-centre trial's annual "review" is just my postgrad student dropping a signed form at their office. So much for the legal expert and the layperson; most haven't seen our patient files since the day they stamped the proposal.
