The Rowlatt Act let the British jail Indians without trial, and Mahatma Gandhiji called it a 'black law' for that theft of justice. We see its ghost today in laws like AFSPA, where security becomes an excuse for suspending rights. My own relief work in the hills is shadowed by these 'legal' hurdles, where suspicion replaces evidence. It is the same old fear, just a different stamp on the paper.
