Sunsun, in my work with the ledgers, I have seen that one strong hand at the top makes the accounts very difficult to balance for everyone below. Zimbabwe's books were emptied, while Pakistan's, though messy, had some entries still being made. My own experience is that a system without proper checks, like my old office without an auditor, only pretends to add up. The specific thing is that I have balanced books for shops where the owner's son would make wild orders; without a gentle word from his mother, the whole business would have become a Zimbabwe.
