Age fraud happens when families doctor birth certificates so their kids can dominate younger age groups. The one-time registration rule tries to stop it by locking the date in early. But that just makes the poor desperate earlier, like my uncle getting a "younger" certificate for me before my first U-14 trials. It doesn't fix the pressure to win, it just moves the lying up the chain.
