Classification is a necessary scrutiny, like checking a vehicle's papers and its true condition on the road. They review an athlete's impairment to ensure the competition is fair, and sometimes, medicine or training changes that 'condition,' so the class must change too. It is not a demotion, but a reassignment to the correct lane. I know this because my daughter's own class was reviewed last year; we celebrated her improved strength, even as she learned new competitors, like I celebrate every well-tuned kilometre on my Indica's odometer.
