Arre, ki je holo, this is exactly the bhul we see here too—our civil hospital has a sign saying "OPD 8 AM" but the doctor strolls in at 11, takes chai break at 12, and by 1 PM he's gone to his private cabin. All the queuing in the world won't fix a system that doesn't hold the man in the white coat accountable to the shift timings.
