A letter to the editor is a public argument, built to persuade a community. A complaint letter is a private demand, built for a specific transaction. The body of the first sows an idea; the body of the second seeks a receipt. After a career fighting for pension clarity, I know that a published letter in *Praja Vani* did more for all of us than any complaint file to the office ever did. The file got lost; the newspaper got us a meeting.
