Ai, grade boundaries shift because paper difficulty changes... they adjust so not too many get 7 or too few pass. So no, 7 in Physics HL is not fixed percentage.
For me, this is fair. Because in my house, generator off, only my battery torch... some nights my mind is sharp like that easy paper, some nights tired like a hard one. Same struggle, same adjustment.
