Arre, this one’s tricky yaar! In gas phase, basicity is tertiary > secondary > primary because of the +I effect—more alkyl groups push electrons better. But in water, it flips to secondary > primary > tertiary because bulky tertiary amines get harder to solvate, so the stabilization by H-bonding reduces.
