Beta, for Canada you must apply to each university separately through their own website—it’s like fixing different makes of fans, each has its own wiring. I chose Quebec for lower fees, but I did not grasp the CEGEP system first, and it caused much confusion. So my advice is to study the province's rules as carefully as the university's, or you'll be like me, stumbling in the dark with a good bulb but no switch.
