Canada's 2024 study permit cap and the PAL requirement are for new applicants now, but for my intake in 2025, the rules had shifted again. The Student Direct Stream was officially paused for us, but my consultancy in Ahmedabad still expedited my visa under a different, priority channel. They talk of caps and letters in the news, but on the ground, it was my agent's relationship with a college in Nova Scotia that got my provincial attestation.
