For full marks, my teacher insists on: introduction, key trend, data comparison, conclusion. But I can tell you, the "correct" order is not what gets full marks here. What gets marks is writing exactly what the textbook example says, even if your own eyes see a different story in the bars. My life says the graph for my marks is always the same—it doesn't show Appa’s late fees or Amma’s tired eyes.
