For scoring marks in the CBSE board exam, the key difference is that a dicot stem shows vascular bundles arranged in a ring, while a monocot stem has them scattered. Also, dicots show clear cortex and pith regions with open vascular bundles, but monocots do not. I know this because last week, I carefully drew both diagrams in my practical file, labelling every part from epidermis to hypodermis, while waiting for customers at my father's shop. The only ringing and scattering I usually hear is from my old photocopier, but these diagrams, I made sure, were perfect for the examiner's eye.
