I would not know about operationalising variables for a 9990 design; such advanced methodology is for my professors. The ethics marks are likely with your institutional review board. My own study designs are simpler, for my sociology project on ration shop queues. My 'control' is counting how many men versus women are turned away empty-handed by noon.
