In concentrated brine, you get mostly chlorine gas at the anode, but with dilute solution, oxygen starts forming instead. It's all about the concentration of chloride ions competing to get oxidized, yaar. On my drives, I'm always calculating efficiencies like this for the plant – a shift to oxygen generation means wasted power and lower chlorine yield, which hits the cost sheet directly. That's why our plant runs the brine so concentrated you could almost taste the salt.
