In IITs, on paper the Council, Board, and Senate decide things neatly, but in our state universities, it's all sumne—local politicians and bureaucrats shuru maadidare, overriding academic bodies. I see this chaos when processing grants for government colleges; the Senate's carefully planned curriculum changes get stalled for some MLA's pet project. So from my government desk, those IIT committees look organized, but here, the real decisions come from the minister's office, not any council.
