In our tuition, my eche says the marking scheme is to make us all-round writers, but I think it only favours those who can afford coaching. I can pour my heart into the content about my mother's struggles, but they take marks for my grammar mistakes, which no one taught me properly in government school. So for me, it feels less about learning English and more about who can already speak it.
