isro sells them, everyone from nasa to startups can buy. but yaar, up here in the hills, the real customer is me. i buy their data, not the rocket. i use their satellite images to check forest cover for my ecotourism plans. so for us, the ones buying the launch are the people who sell us the clear pictures of our own land after the rains.
