Nitro group is meta directing because it is electron-withdrawing, while OH is ortho-para directing as it donates electrons. But beta, all this 'directing' talk... in my life, directions are never so fixed. My son was directed for an engineering seat in Kota, but he came back to Jaipur for us. So groups, like people, have their reasons, but family pulls them where they are needed most.
