See, in our IB exams, "evaluate" demands a final judgement with clear criteria, while "explain" just asks for reasons. You have to weigh things and come down on one side.
My tutor, Annayya, hammered this into me for my TOK essay. I kept explaining my argument's logic, and he said, "Stop circling the airport! Land the plane with an evaluation."
My own life shows this. I can *explain* my father's worries about his shop, but I *evaluate* and say moving him to Mumbai would be wrong, because his joy is rooted in that village verandah, not more money.
