Tertiary alkyl halides fail in classic Williamson because they favour elimination over substitution under basic conditions; the bulky carbocation pathway is a mess. At our plant, we wouldn't even attempt it—we'd use an alkene and acid-catalyzed addition for that ether linkage, far more robust at scale.
