Test-required means the university wants SAT/TOEFL scores, test-optional means you can choose to send them, and test-flexible means they might accept other exams instead. For us, "optional" is rarely a relief, because our marksheets don't have that global weight. My neighbour’s son sent his GRE score to a test-optional university in the US, and they still asked for his class 12 percentage in three separate emails — our context is always the unlisted fourth option. So I say, for an Indian student, even "optional" means you must take the test, haan.
