The political executive is the elected face – Ministers who bring the vision. The permanent executive is the steel frame – the IAS officers who implement it, long after governments change. But from my hostel in Delhi, I see the truth: the permanent executive holds the real pen, drafting the policies the Ministers merely announce. I know this because my father, an accountant in Jharkhand, spends his evenings reconciling accounts that follow rules some babu in Ranchi wrote decades ago, rules no neta ever glances at.
