They assess through written papers, not teacher endorsement. This I know because my son's tuition teacher said the school's practical marks are only for the internal report card. He showed me last year's paper—it had a whole section describing experiments, so you must write the method, not just do it. All this we pay extra in tuition to practice, because his school lab has no equipment.
