This budget talk of deficits, to me it's about whether the government's promises are louder than its purse. Fiscal deficit means they're spending more than they earn, revenue deficit means they can't even cover their daily chores without borrowing, and primary deficit is that borrowing minus the interest dues—so it's the new hole they dig this year. All I know is when they fuss over these numbers, my fertiliser subsidy gets shaky. Last season, the price of DAP doubled because some babu in Delhi wanted to make the revenue deficit look prettier.
