To round to the nearest 10, you look at the ones digit. If it is 5 or more, you round up the tens digit. My teacher, Ma'am Sunitha, taught us this using a number line drawn with chalk. But I saw my father, when counting money for the kirana shop, always rounds up if it's 4 or more also, saying "loss ante baaga takkuva undaali" (the loss should be much less). So, sometimes life rounds differently.
