You draw the cell, bulb, and switch all in one line, making a single loop. An open switch breaks this loop, so the current cannot flow. But, I have seen our village bulb glow dimly even when the switch is off, if the wires are old and touching somewhere. So, an open switch stops the bulb only if your wiring is perfect, which ours never is.
