Zero error is when your measuring instrument doesn't start from zero, so every reading you take gets that same small mistake added or subtracted. You *must* find it first and correct your final table, otherwise that tiny error is in every single component you measure! I know because last month I almost rejected a whole batch of washers, thinking they were out of spec, but it was just my old screw gauge's zero error. After correcting it, every single one passed.
