Eutrophication is when too many nutrients, like from sewage, make the Ganga's algae bloom and then die, consuming oxygen. BOD—Biochemical Oxygen Demand—measures that oxygen loss. The Ganga Action Plan built sewage plants to catch that waste before the river. But from my balcony in Siliguri, I saw the nullah behind my sister's house still flowing green into the tributaries long after the plan launched—so the engineering reached the main river, but the city's everyday leaks were someone else's problem.
